NLE 09 was the first federally-managed prevention exercise. Held throughout FEMA Region VI, the exercise focused on intelligence gathering, assessment, and information sharing. This seminar focuses on lessons learned in the Houston-Texas City-Port Arthur areas.

  Seminar Description:
This session will provide an overview of MTSA, TWIC and BZPP regulations. Industry compliance with MTSA and TWIC is very good but varies with level of achievement. Also, we will attempt to correct industry's misunderstandings of the BZPP program and outline the benefits to industry and local government associated with the risk assessment completed during the process and the options for consideration to mitigate the risks identified.  Session 3C: CFATS and Risk-Based Performance Standards

  Seminar Description:
Now in their third year, the Department of Homeland Security’s Chemical Facility Anti-Terrorism Standards (CFATS) continue to evolve. Several thousand facilities have submitted a Site Security Plan (SSP) to DHS. Requiring regulated facilities to account for the applicable Risk-Based Performance Standards that address everything from physical security to recordkeeping, the SSP represents the most significant aspect of the CFATS regulatory program. This presentation will provide an update on CFATS – and offer practical and timely considerations for compliance.

This session will address the need for information sharing. We will discuss suspicious activity reporting and dissemination of information to persons with the "need to know."
